Buying flat

i am planning to buy a flat, but flat construction is over, now i have to pay the full amount to the builder, so i asked we will put a dcument for uds and building together, but he is saying we have builders agreement and regd and land uds to be regd. is it true or not. property is located in chennai tamilnadu
