Both rail and air traffic continued to be hit by fog. Several road accidents were reported from many parts of the state.
Northern Railway officials said that more than 100 trains, including Chandigarh Express, Shatabdi Express between new Delhi-Lucknow, Gomti Express, Gorakhdham Express, Punjab Mail, Kashi-Vishwanath Express, Himgiri Express and New Jalpaigudi Express, were running late.
A Jet Airways flight was cancelled Monday and with the visibility not showing much improvement Tuesday, airport officials told IANS that the situation was unlikely to improve.
According to sources, five people died in Balrampur, three in Barabanki and two each in Shrawasti and Sitapur. Ten people died in Ghazipur, where an unprecedented cold wave has swept the region for the past 10 days.
Chief Secretary Alok Ranjan said Rs.16.35 crore has been released by the state government for distribution of blankets while Rs.3.27 crore has been released for bonfires at every tehsil level.
The Met Office has forecast that the cold wave conditions would continue for a few more days. Varanasi, Jhansi, Agra, Lucknow, Gorakhpur, Allahabad and Bareilly areas have recorded below normal temperatures.
In Delhi, dense fog and chilly conditions continued to make life miserable for people. Traffic was also severely affected on Tuesday morning due to fog.
"Driving becomes very difficult in this fog, the chances of accident are high because we can't see anything on the road. It is only when the indicators are blinking that we can see from a distance that a vehicle is there," said a resident of Delhi.
According to an official of the Northern Railway, 66 trains coming to the capital were running late due to heavy fog while the departure timings of 40 were rescheduled. Ten trains were cancelled.
The situation was similar at the Indira Gandhi International airport where over 50 flights were affected.
A statement by the airport authorities said 30 flights were delayed due to fog in Delhi while the arrival of 12 flights and departure of five other flights were cancelled. Five flights coming to the city were diverted.
With the temperature plummeting to 2.6 degrees Celsius, homeless people in the capital struggled to find some warmth in the open. Lamenting the lack of assistance from the government, they said they feel ignored and hoped the inclement weather has mercy on them soon.
"We are not getting any assistance from the government, not even shelter. Due to this, we are forced to live on the streets. We don't have woollen clothes, hence we spend our nights shivering. Nobody is doing anything to make our life comfortable," Rajiv Kumar, a homeless man living near Vasant Kunj, told IANS.

On 8.1.15, my then complainant of 4.12.13 is set to appear before an ACJM-RAjA of Ajaya Maeru, to seek closure of a case that wAs initiated by her. The said RAjA of the State of RajAsthAn has no powers to accept the request for closure, and only has to express his inability in writing, so, she and I can go to HC, Jaipur. I, a JatAyu, aged 67, residing in Chennai, suffering in said (holy?) Maeru for more than an year now, and my wife, 62, and my elder brother, 70, are compelled to witness the said cruel thamAshA on 8.1.15, Despite months of advAnce planning, our train reservations are not fully confirmed for the travel that cannot be by one direct train but by jumps only. My signed endorsement of the complainant(aged 25)'s request for closure of the case has already been posted by me to the said RAjA, but he wont condescend to see it, and may order a cancellation of my bail, going by his pAst record, and also gift my old-age fund as he likes to any one complaining inconveneience due to my absence, if I dont go, and my ridiculous local Advocate No.3, there, wont oppose the looting of my old-age fund! You say u dont believe it? but it is 100%truth! This is the incredible BhArath and its incredible Justice-Delivery system!! Can any one help us, 3 JatAyus, suffering like the ancient JatAyu over Maeru at the hands of RAvaN?
