Remarraige abroad- taking minor along

If a woman is awarded custody of the child and the husband had visitation rights- and they get a divorce by mutual consent, post-divorce-


1. Can the woman get remarried abroad and take the child with her without the biological fathers consent? She has no objection to the biological father visiting his child. Or does she need his permission to apply for child's passport and visa?

2. Can the biological father prevent the woman's remarriage abroad or prevent the child from going abroad with his mother? The child, aged 13 yrs, wishes to stay with the mother.
