Property dispute between legal heirs

Son transferrred a commercial gala in his name after the death of father in whose name the gala was allotted by submitting NOC of mother only to Mhada in 2001, the property was transferred in 2002. In 2004, mother complained to Mhada authorities that the said gala should be transferred only in the name of all legal heirs and not a single. Mother died in 2008. Now, in 2014, remaining legal heirs objected to the said transfer as their NOC was not submitted while transfer and requested for cancellation of the said illegal transfer in single name and requested to transfer back in the original name or in the name of all legal heirs. What possible action will be taken by Mhada in this case

consult a local lawyer of your town with relevant records for guidance and to file case if any.

But in this case, Mhada has not delivered their reply. What I want is what is the likely action that Mhada will take?
