Send them a legal notice. After that sue them if the amount is too large, if not ask the labour inspector's intervention through your Advocate.

complain to Labour Dept if you satisfy the definition of workman/Employee.

Legal notice may be issued demanding all dues within time limit.
It would be better to contact and consult a local prudent lawyer for appreciation of facts/ documents, professional advise and necessary proceeding.
