Flat owner rights

Hari OM!

I am a flat owner in a small apartment complex having totally 8 flats.  My wife owns another flat.  In our complex except two other single flat owners, the other two owners own two flats each.  It is a 25 year old flat complex in West Mambalam, Chennai 600033.

There is no society or association formed in this 25 years since the other two-flat owners are opposing the move all the time.  They are the ones managing the maintenance of the building according to their whims and fancies, and they are together when I raise any issue.  The other single flat owners do not care as long as they are not affected, and try to take sides as per their exigencies.  I am tired of persuading them into forming a sort of association for norms of maintenance, and I dont get any cooperation from any quarter since all others are not prepared to spend any money on the legalities of forming an association or society.

What is the avenue open for me to get my issues addressed?  How can I use my owner-priviledges and rights to ensure fair-play?

I will appreciate for any legal advice forthcoming in this regard.
