Fixing of notice on wall or door

Fixing of notice of consumer forum on the door or wal of the shop is valid? When the shop owner refuses to take the notice ?

Yes, provided your shop address is the same,because law says as to service of notice on the last known address to be valid on refusal as per general perception I am not sure in terms of CONSUMER FORUM ACT.
