Fir took back after some time

If someone file FIR under any section and after some time he or she took it back. In that case would it be considered FIR or Would make any issue during the police verification if any person qualified for Govt exam. Please reply

1. Once an Police FIR is registered for any cognizble offence, THEN it cannot be taken back, without proper permission of DM.

2. IF FIR order is negative, THEN it shall have no affect on any Govt. jobs etc....
