Filing through court registrar

I have a matter pending before State Consumer Commission:

1. Is it permissable to file our Written Arguments, Applications, etc. via the Registrar rather than the bench?

2. Can we opt out of Verbal Arguments to cut short the matter and so that the judge does not get excuse to give more adjournments?
