Hi, in my opinion, you may need to refer to the provisions of the Tamil Nadu Panchayat Building Rules. If you do want to make a construction, you will have to submit an application to the executive authority for the approval to build. Although, the general rule is, whatever is constructed on an angricultural plot should help in furtherance of agricultural activities/preservation of the land. Note, you always have the option of converting the plot for non-agricultural use by getting permission by the respective authority in question, although, to my best knowledge, in Tamil Nadu, a land should not have been in agricultural use for the past 10 years before conversion.
