1. Where does your sister in law ordinarily resides?
2. If she is contemplating filing a criminal complaint then she has two options; one directly before a Magistrate Court and second before Women's Cell.
3. As per recent Hon'ble SC directive all such criminal cases first needs to be properly investigated by an IO before seeking letter of approval for arrest of accused persons
4. Based on quality of her criminal complaint at the Magistrate court one can seek discharge of parents - other family members if no role found and based on vague allegations etc.
5. Start searching now for a local advocate found via reference to assist family in sister in law's jurisdiction for AB or regular Bail as the then facts may come out.
