Enjoyment of property

Hi, 

Since the past couple of months hawkers are encroaching the footpaths beside my gate and are blocking the footpaths permanently for their business pruposes.

When I gave a complaint to the Municipal Corporation officials, they said it is outside their purview and i had to approach the Police. When I approached the area police station, a constable came and got the persons evicted. The next day morning they were back.

I want to know how to get them legally evicted.

The footpath is blocked and the intersection is so busy with dense traffic that any person walking on the road would surely be hit by a vehilce. Thus it is endangering to all pedestrians especially women, children and senior citizens.

Can anybody throw light on the follwoign queries : 

"whether the Municpal corporations are responsible to maintain the safety, security and privacy of the residents ?"

"What are the citizens rights to footpaths and streets facing their houses? "

" How to enforce our rights permanently without being victimised or harassed ?"
