Encumbrance certificate

I have jointly inherited a plot of land with a house in Hubli, Karnataka, along with my brothers and sisters. I do not have the title deed to the property, but one of them has the title deed in his/her possession.  Tax receipts for the last several years have been issued in the name of one of my brothers. 

Questions:  1) Can the person who physically holds the title deed, unilaterally, get the property transferred to his/her name?

2) Can the property be alienated in any way, without the consent of all the heirs?  If so, is it valid in law?

3) How do I get an encumbrance certificate for this property?  What documents etc. do I need to possess/present?  Where do I apply for it?  What is the approximate cost to get a certificate for last 15 years?
