Employment with semi govt job and practic as technical expart

Sirs, I am a technical person and hold a Licence to do Technical Consultency Service. Now I got a Semi Govt Primary Teacher Job, So Sir there is any rule or persentage of amount of earning paid to govt to do this Semi Govt Job and the rest period do my technical consultency services. Plz sugest.
