E stamp duty

This is with regard to the E-Stamp Duty on "Partnership Deed"

I want to know who will be the purchaser of stamp duty , whether anybody can purchase it on behalf of First and Second Party.

Second thing, "Descripttion of Property" not understood.

Thirdly, whether partnership deed is to be paid under registrable stamp duty or non-registrable stamp duty. Because I need to constitute on LLP on behalf of my client.
