Dv and stridhan rights of a widow

A lady cousin of mine has just got widowed

She is a Hindu

They had no children as a couple

She lived with him till last moment when he died of prolonged battle with cancer

After death her husband's family has forcefully  retained control of

1) All jewellery gifted by them and husband constituting streedhan to the lady

2) All his property documents

3) All personal effects

My query

1) Can Widow make a complaint under 498 or DV act to recover streedhan

2) Does the denial of financials due to her by relatives of ex-husband constitute mental and financial harassment under DV act ?

3) Who has rights to husband's personal effects

4) How can she  recover the papers related to property handed in fiduciary capacity to boy's father( She does not have any idea of entire property details)

Note Family and property is in haryana but widow lives and works in Delhi

All rights available before marriage remains with her even now.

She can ask for the maintenance and share of husband's property legally as well as restoration of sridhan,

All the rights are same for a widow as that of a wife.
