A Hindu marriage is complete only when its consumated and without consumation the man and woman are not husband and wife.
In a case where a Hindu boy was threatened by his family and relatives to get married against his wishes with a fat not good looking woman and if the man is unable to consumate the marriage with her even if he is not impotant.
Now the girl threatens him to file DV case against him for not consumating the marriage.Is this not a human rights violation and equal to rape ?

No one can force anyone for s*x, be married or not. In india women have special law for marital rape, same can be used for man also. you have full right to say NO in case you do not want to have same. or else, it will be treated as RAPE.
