neighbour has not left a single inch of land on the property line and now he is constructing window on that boundary line. what are the bye-laws to stop such encrochment?

you can file a injunction in the court to prevent him from proceeding further,

advice him to use aluminium sliding window without providing sunshade so that no part of the window abuts into your boundary.also make him to write an letter stating that in future when you construct something and it happens to obstruct light and air he should not complain about it
