on 29/03/14 i was alloted a govt flat and the possession was givenn to mee on 15/04/14 but there is no ellectricty and the condition of flat is not good to shift , then i personally manage repair work in the flat. on 04/05/14 i moved my goods to the falt and from 05/05/14 i begain to start living but unfortunationally i have to connet wire box due to requirement of electricty in my flat .on 06/05/14 my demand note for new electricty merter was subbmitte by me and the same day inspection team raid to my flat and found the theft .now they send me the amount of rs 100000 as penelty and want to settle the case by 9000 rs what shoul i do please suggest
