Dies non

I have one doubt. Please enlighten.

*Dies non*: is it a boon or bane?

“Dies non means, not simply that the employee will not get salary for those days, but those days non existent as far as his service is considered.” So for a regular employee (purposefully avoided the term permanent) he just loses his salary, but no other disciplinary action against him. (Article 20, constitution of India - double jeopardy)

Govt says that temporary employees shall be terminated! So, is it not double jeopardy in their case?

Similarly an employee from essential service (police, health dept, fire force etc) absentees from work he is in dies non. Can disciplinary action can be taken against him? If so will he get protection as per article 20?
