Developer's refusal to issue allotment letter

Apologies if this is a repeat question but I was unable to find a similar query answered on this forum before.

I have purchased an under-construction property in Pune and have made more than 50% payment so far in construction-linked installments. The developer sent me a letter in early October 2013 asking me to visit their office to collect the allotment letter. Since I was travelling, I told the developer's representative that I will visit their office in October-end and also asked them to share a draft of the allotment letter by email so I can go over it.

Inspite of consistent follow-up, I have not been issued the allotment letter yet though, by their own admission, the developer has given the letter to other buyers in the same property. For the past few months, I have been told by the developer that they have stopped issuing allotment letters because they will be moving towards signing the sale agreement with buyers very soon.

I would like to know my legal standing in demanding that the developer issue the allotment letter to me. Even if a sale agreement is to be signed int he next few days, can I still demand the issuance of an allotment letter to me? Is the developer legally allowed to refuse issuing the allotment letter?
