Suspension of a government employee

Respected sir/madam One of my frd has recently tweeted to a serving minister to sanitize office premises due to on going covid 19. The office secretary (head of the office) sent a suspension order. Is dat wrong?

When higher official isnt responding to our request, v r left with no other option. The suspension order was sent through mail without issuing any warning to me
