Desicion of Notice period during resignation

Hi,

My question is that I am working in retail company in IT dept. During 1 year of my employment , I haven't been provided any appointment letter. Now when I trying to resign from the company the authority says that you have to give 2 months of notice period. When I refused to give this, rather then giving acceptance of my resignation they have send me a mail of  "Regarding Hand Over with Disciplinary Action on You by the management" . In this they told me to give hand over in 2 months .

Is this can be taken as termination letter?

Can It is under a law that during resignation an employer can decide the notice period?
