Descripency in recruitment rules for kendriya vidhyalaya

I am applying for the post of Primary Teacher  in Kendriya Vidyalaya Sangthan for which they have mentioned CTET (teacher eligibilty exam) cleared as one of the essential qualification. She cleared CTET  PAPER 1(class 1 to 5)in 2011 and for that year only B.Ed was also eligibilty criteria to appear for CTET PAPER 1(class 1 to 5).

However looks like it has now been changed and for CTET PAPER 1(class 1 to 5), one require B.El.Ed or Diploma in Elementary education.

We understand that B.Ed was essential qualification only in year 2011, however it looks like that  Kendriya Vidyalaya Sangthan is not considering those candidates who passed B.Ed with CTET PAPER 1(class 1 to 5)  in 2011 as essential qualification.

In Kendriya Vidhyalya Online form submission , they only mentioned B.El.Ed or Diploma in Elementary education as mandatory fields and hence she is unable to complete the application for Kendriya Vidyalaya.

We wrote email to Kendriya Vidyalaya Sangthan as well as CBSE (who conducts the CTET exam), but none of them replied so far.I tried calling them , but no one is picking up the phone call as well

The last date is approaching soon (28 Aug) and i am worried that she may not be able to apply for the same due to this.

Could you please advice us :

(1) How to persue this matter since it is not candidate fault that CBSE has not informed Kendriya Vidyalaya Sangthan about B.Ed being one of the qualification for CTET -2011 cleared candidates .

(2) Since it is a matter pertaining to two Government Departments and we all know how slow Government machinery work, is there a way to expedite the matter as the last date is approaching soon.

Thanks,

get the copies of RR. use RTI if possible.  Unless your application is rejected you have no case to move to court.
