Delay in getting municipal approval for a building

Hi

Here is a case of a building ( 18 floors) that has been completed in all respect except getting house numbers for the flats + lift. As per the Builder, he is still waiting for Municipal approval. He convinces the owners for the last 7 years that he is trying. He also allowed owners to take possession and there is 60% occupancy in the building since last 5 years. Filing RTI by an owner gave some insight that builder needs to submit few more documents. Thereafter the builder mentioned that he resubmitted docs again to Municipal Corporation all due to "their" misplacement. The building was promised to be completed in 2008 and it is only in 2014 that swimming pool was completed. Second lift still not operational. And then the House number that remains to be provided. All this while , builder has been claiming maintenance fee from inhabitants and denies sharing the maintenance expenses. The fee is 1500/- monthly from around 68 owners right from the start. And now he demands 2200/- given that the swimming pool is now done. It is clear to all owners that he is making his livelihood using maintenance amount, denying sharing expenses, not handing over to owner and sticking on while keeping all owners dark about why Municipality is not approving or providing house numbers. Already 7 years have passed since the promised date. Please note, the building was earlier in Panchayath and later during final stages of completion moved to Municipality.

Please help by suggesting how all owners can work together to get the builder complete the promises and also make him give all details on the money collected from owners in the name of maintenance.

Please note he blames few owners for not paying maintenance . The owners are in fury for not getting the house numbers and for the delay in handover.
