Defficiency in service by electricity deparment

I live in Kota (Rajasthan) , in a multi story building having 48 Flats. All the 48 Flats have been given Electric connections by Jaipur Vidyut Vitran Nigam Ltd (JVVNL) and the electrical bills are collected by JVVNL from individual consumer.

Some time back the Transformer installed in the premises developed fault. When the matter was reported to Asstt Engineer, he refused to take any action and told the residents that the residents' society will have to get it repaired. When higher authorities of JVVNL were approached they also endorsed the statement of AEN saying that the Transformer was installed by builder as such the society has to maintain it.

The society had to spend more than Rs 15000 on repairs.

My contention is that All the residents of the building are LT consumers and the tariff applicable to them is same which is applicable to other consumers of individual houses in the city. Therefore, Asking LT consumers to maintain the transformer is totally absurd and illogical.

What action should be taken by the society to get their grivance redressed.
