Deed of transfer of rights (dotor)

Dear Experts,

Can anybody please advise if home loan can be taken to get the ownership rights on the basis of DOTOR only i.e. no sale/purchase transaction? The Deed of transfer of rights for the partial ownership of floor which is to  be separated by alteration/partition. 

Please advise.
