P a police officer having a valid search warrant to search the premises of M,is prevented by M's neighbour N,from going ahead with the search.P wants to arrest N.can he do so,without obtaining a warrant of arrest from a magistrate?

Yes. He can arrest all such person without obtaining arrest warrants who obstruct to do his legal duty.
