Creating hindrance

Sir/Madam,

My self Aravind, working as a Senior Geologist, Geological Survey of India, Hyderabad.

Today 08.07.2016, The staffs (Union) of our office (Hyd) are protesting against the government by:

1. Locking all the gates 

2. preventing the officers to enter into the office premises

Usually most of these staffs will attend the office (not all but most of them) will attend the office after 10 AM but today they came as early by 07.30 AM  for creating hindrance. As per the CCS rules, we the central govt officers are not suppose to participate in this kind of strike. How we have to control them? 

What an (gazetted) officer can do?

What the estate officer or head of office can do?

What the HOD can do?

The higher authorities are telling to the officers that attendance is compulsory. Govt is paying decent salary for all of us. but these people simply creating hindrance and preventing us not to perform our duties. Earlier during the Telangana bifurcation period, once the strike had happened. 

Kindly advise me in this regards, so that in future the same cannot be repeated in our offices.

I am not the appointing authority of the Union leader.

Report the matter to authority that want mandatory attendance.
