A flat of Dharavi,Mumbai,the society's title includes xxxxxSRA hsg soc ltd,there is a sort of pass book of MUTP,/MMRDA,the allotment /Taba letter is alloted by MHADA,now the lock in period of 10 years is completed in year 2020,,but the sale agreement has been executed on 2007 which is pre lock in period,now where and which department has the right to transfer the said flat / which dpartement or authority shall be approached.

What you wanted to say or clarify is not clear because you are referring to a sale agreement and the limitation for sale agreement is only three years.
What about the sale deed?
Has it been executed ?
