HAND WRITING EXPERTS OPINION U /S 45 (IN SIGNATURE FORGERY)CAN BE SUBMITTED DURING FILING OF WRIT IN HIGH COURT.

If the handwriting expert's opinion was obtained as certified copy from trial court then it can be filed as a supporting document in the writ petition.

my case not filed in trial court .I file case in high court then can I submit EXPERT opinion

You cannot obtain handwriting expert's opinion on your own. 

If the police have obtained it on a complaint or court has directed by an order,  you can produce it after obtaining the certified copy of the same
