In district court Kannauj (UP) there is no separate family court, Where should one go file MCD-
or any other court has special powers of family court (If yes how to find this court)?

Go to district court and enquire to judicial registrar where all civil suits are registered.
they would tell before which civil jdge the MCD suit would be put up for hearing.
In district where no FC is established then one of the civil court is conferred with the charge of family matters and assumes the powers are family Court as per Family Court act.
