Right to Service - Doubt in Success

After Right to Information, many state i.e. Bihar and Punjab has decided to intoduce "RIGHT TO SERVICE" (RTS) Bill vide which they will try to decrease corruption in government office by binding them to give result of citigen services in a fixed time bond.

But there is one doubt - RTS would be applicable only when file / request would be submit,  if government officer is not available, or they refuse to accept / received file without any bribe than what is the provision in law ...?  nothing.  If file has not received by the govt. officers than how the provision of RTS will be applicable ?  Law as well as our leader is also silent on this matter who is in front to take the credit of this law (RTS).

So, If government is realy interested to give a corruption free governess to citizen, they should computerised all incomming request so that any citizen may file online request to enable them to get done his work within a specified time according to RTS.  If this is not possible for every government department, citizen should allow to submit his request to the concerned government department/offices through Registered Post or Speed Post so that once the file / document / request has been delivered to govt. offices, countdown of the RTS provision will be start automatically.

Without consideration of above points, success of RTS will be in doubtfull.

Dear Mr. Mishra,

Till the time all offices are computerised and online transactions are allowed, is it not possible that the citizen may submit all documents with a covering letter in whcih detail of all enclosures in stated and obtains an acknowledgment on the  copy of the letter under seal and signature with diary number.

Is there any provision for issuing  an acknowledgment and can this acknowledgment be used as a right to claim right to service.
