Contrected labour

Dear Experts,

Supose i am a labour contrector providing labour to a company and i have not fulfil any PF. ESIC formality,

now my question is what is limit for labour supply without PF ESIC formality as per labour norms?

If the person hiring your labour has 20 employees (including your persons) the PF is compulsory and ESI is compulsory if they are emplying 10 (including your persons). Most of the contractors receive P &ESI contirbution from the Principal employer and do not deposit. This is punishable.
