If Part III Article 12 to 35 fundamental Rights are violated ,The  Union of India has locus standi to move to Supreme Court for enforcement of Fundamental Rights of the Citizens, when The Government of India or State Governments  have failed to Protect Fundamental Rights of the Citizens and that situation arose since 1997.  Kolla Gangadhar, Advocate, The president, Democratic Lawyers Forum, India.
