Conniving building contractor

My relative is an NRI living in US for past 20 years. Currently building a house in Bangalore, and I am monitoring it. Contractor sent him(in US) some sheets in Kannada to sign saying its related to BESCOM (electricity board) and BWSSB (water board). He is getting a feeling that there may be some inserts with bit of blank spaces that he might have overlooked and signed and already sent to contractor. But he does note that it is not a stamp paper but a bond paper. His bad, was in a bit of rush.

Since he is in US, will his signature in bond paper be valid for any reason such repurposing the signed sheet for lease agreement etc without our knowledge ? He made a trip to India last year , but was a very brief trip.

He is now in process of giving  SPOA to me to sign on behalf of him. So, wondering how bad was his mistake.
