The authority mnentioned in leave rules can clarify and confirm.

Prefer in writing and to get reply in writing.

The Union Leaders can also clarify.

Or RTI route can be adopted.

The definition of ofiiciating in the rule book is given as below (19) Officiate�A government servant officiates in a post when he performs the duties of a post on which another person holds a lien. The Government may, if they think fit, appoint a government servant to officiate in a vacant post on which no other government servant holds a lien.
