Completion certificate and apartment deed not available

Hello Sir,

I am interested to buy a property in Pune, Maharashtra in a residential prime area .

Details - Flat is on last floor .Building - 10 years old.Sanction Plan - Available .Builder to ready to give NOC.

But.....Completion Certificate is not available .Apartment Deed has not been done.

Few banks are ready to give loan.

Query -

Should I buy such a property ?

What are the legal to buy such a flat ?

How much control does the builder have on such property ?

Are there any issues to sell / Buy ?

before buying flat, you have to obtain building condition certificate from local municipality. Then apply encumbrance certificate from registrar office.
