complaint against my friend for asking back the money

my friend had given some money to his neighbor , since 2 years neighbor have not returned the mone .now my friend in an urgent situation and wants the money back . He was asking the neighbor frequently. Neighbor has not given the money back but had given a police complaint on my friend as he is disturbing. Please advice on how to get back the money .
