complaint about working hours in a company.

my brother is working in a software company. instead of 8 hour they are making full team to work for 11 hours. 9 hours working time + 1 hour break + 1 buffering time. can I file any case on that company

legally it is not 8 hours total but 8 hours plus 1 hour break if i am right.
