Company is not ready settle my fnf payments

I have resigned from my company 3 months back and have also served their 1 month notice period. They have also issued me relieving letter. But I have had 4 months of outstanding salary due to be paid to me and also some travel bills are to be reimbursed. But now after 2 months they are saying that they do not have money to pay me my dues. I have been following up to them through emails, whatsapp but still no response. Also they never used to deduct TDS or PT from my salary. I want to file a case against them. Please guide me
