Clarification request

Sir 

I was under the impression that occupancy certificate is a must and the builder has to get it as per RERA irrespective of any building  Ground plus one  even if the construction is in a panchayat area

My builder claims that this occupancy certificate is not needed in panchayat area 

Request clarification and if occupancy certificate is needed what are the ways to get it
