In a Will,do the words "use,occupation & enjoyment" mean absolute ownership of a flat to one person when the nomination is in three names?

As per me it is given for absolute ownership. File probate applucation in court.

"use,occupation & enjoyment' does not mean absolute ownership, as the wonership rights must be specifically mentioned and one is aboslute  owner when he has the the right to transfer or sell the property.
