Cheated by a chartered accountant

In 2013 we sold an ancestral property and wanted to file tax returns.  In this process we approached a CA and asked to calculate and process our tax returns.  The charges which he quoted was about 18k just for indexation and said he has to get a certificate from a competative firm for the same to proceed further. On insistance from the CA we payed the full amount as he told he has to get this certificate without which he can't proceed.  We promptly followed up with him for the certificate which was a lie as another CA told you don't have to pay that much for indexation, it is just mere a calculations.

Since we felt cheated we asked the CA to return our file and the money.  For which he is eluding and not picking up calls or meeting us in person.  

Is there any way in law as to how we can recover the money and take action against the CA legally.

Note: The amount paid was by cash for which we did not ask for a receipt or an acknowledgement as he was refered by one of our friend.

It is truly sad that you have paid in cash and not got anything on record to substantiate what you have gone through.

As the CA is Not picking up your calls or avoiding you, the only recourse left to you is to approach the police along with someone from your family who can stand witness to your stand and can confirm what you have said happened has happened and ask the help of the police to call in the said ca for questioning and try to recover your monry. You can also in the same way along with your witness approach the local regional office of the Institute of C As and ask them to intervene to help you get back your files and reprimand the CA if they deem it so fit after taking into account your say substantiated by your Witness .
