Change in date of birth in passport

Dear All,

 I need advice about changing birth date in Passport. I recently applied for reissue of passport. My passport been on hold and a penalty (Rs. 5000/-)  notice been issue to me. My birth date in passport is differ from my high school certificate. Actually I applied for First passport in august 1991 and passport issued to me on 05.03.92 with date of birth 03.07.75 what some body in my family mentioned in application form. While a certificate of high school is issue on September 1992 in which DOB is 01.06.75.  This passport gone expired on 04.03.2002. On ground of first passport details another passport has been issue to me on 26.07.2002 which also been expired on 25.07.2012. One thing must be notice that on ground of my high school certificate an ECNR stamp been granted to me  29 October  2007 on my second passport. But when I produce all document for reissue of new passport( third one) in June 2013. My application was taken on hold by authorities due to DOB not matching with my high school certificate. i dont  know why authorities  accept a document for ECNR stamp and later on same document become cause of suppress information. What should I do next.
