Please clarify me, if I buy a new SIM card and get a cell phone connection using my friend's name and use it, is an illegal affair under any IPC.
(viz. by providing my friend's name and identity proof on the forms requested by telecom operators)

It is a crime as it amounts to forgery of the signature of your friend on application.and for using his documents without his permission. If your friend accepts then he becomes an accomplice and abettor.
Always follow the laid down procedure and avoid such complications.
