case against school for denial of admission to special child

sir,

as per cbse circular dtd.29 oct 2008 vide CBSE/ACAD/INCLUSIVE EDUCATION/2008 circular no. 45,  no school affiliated to CBSE should deny admission to special child(child with some mental or physical disability).

Now some schools are denying in toto to admit such child and parents of the child are facing difficulty.

what should be my further action on this matter . I want to send them legal notice but do not know for which offence i should  make them liable . 'should I go for DAMAGES. I want to make them feel that they are not immune to law if they think so.

please guide me in this matter of social cause.

thanx for sparing your valuable time in advance.

Its not only you., many parents like us face the same problem. CBSE is preaching many things about special education. But it has no relevance or opportunity in Indian schools. Why not we all join together to fight this cause?
