Cancelling of sale deed judgements

Dear Sir, 

                                     In Maharashtra land revenue code 1966, Without the land sale permission of collector or divisional comissioner the transaction of sale is invalid? Is not required the order from civil court to null & void the same transaction? Kindly guide.
