Can we make private persons as respondents in a wp

A request/complaints to a local body, constitutional body requesting to take action against 'supposedly' corrupted officials, against a land lord, builder was not considered by addresses. A statutory notice under section 80 of cpc is sent to the same bodies demanding action against officials, to add the builder in to blacklist, site and rs. 9'99999 ( one rupee less than ten lakhs) as compensation. Notice is not responded even after sixty days.

I need to file a writ petition against local civil body and constitutionally appointed body. Now my queries are:

  1. Can we make private persons as respondents? 
  2. Can we we ask for compensation as one of the relief in same WP?  

any pointers towards judgements, or relevant arguments, info would be helpful, a detailed response will be more than helpful?
