Can society charge from the owner with a new tenant

Can Society charge from the owner for a tenant being administrative  charges

Though your question needs to be rephrased, I am applying my own understanding of your query to reply.

 

It depends on the contractual nature between the owner and tenant. However, in absense to any contract contrary to this, the owner continues being a member of the society and hence he/she is liable to pay the maintenance charges.

If the rental agreement between the tenant and the owner do not impose the tenant to pay such charges, then the owner  is liable to pay them as per bylaws of the society
